From what we know, the 1st Portal game takes place before Half-Life and has thus being rendered as part of the Half-Life timeline. Between Portal and Portal 2 there is a big year gap (decades, at the very least, and would make me to believe that Chell stood longer in stasis than Gordon did) so that would place Portal 2 after Half-Life 2:Episode Two.
By Portal 2, we all were familiar with the basic game play mechanics that the puzzles wouldn't be as hard. I had a real hard time wrapping my mind around the idea of momentum in Portal 1 but by Portal 2 it was second nature. All the cultural stuff that made Portal 1 so cool was obviously not going to be replicated by Portal 2. Portals can only be fired onto flat, stationary $^1 \ $ surfaces. If a portal is fired onto a stationary $^1 \ $ surface, and the surface then moves $^1 \ $, then that portal will disappear. Portals may not coincide (i.e. two portals can't be in the same place at the same time) In portal 2, Cave Johnson claims that Black Mesa is stealing their tech. In a portal comic, a HEV charging station, health station and a gravity gun are seen in Aperture. An Aperture test ship, the borealis, becomes a major plot point near the end of Half-Life 2: Episode 2.
I believe the first portal takes place 10-20 years after like the first game. The second takes place hundreds of years later to my understanding.
